It stated that in order to guarantee the responsible development of AI and the regulation of use cases in India, an independent statutory authority should be established right away.
In its recommendations on “Leveraging Artificial Intelligence (AI) and Big Data in Telecommunication Sector,” which were released on Thursday, the Telecom Regulatory Authority of India (TRAI) made the urgent need that a regulatory framework be adopted.
“The government must immediately develop a regulatory framework that should be applicable to all sectors. It stated that the regulatory framework should guarantee that certain AI use cases are governed by a risk-based framework in which high-risk use cases that have an immediate effect on people are governed by legally enforceable responsibilities.
It stated that an independent statutory body should be set up right once to oversee the responsible development of AI in India and to regulate use cases. The body should be called the “Artificial Intelligence and Data Authority of India (AIDAI)“.
According to the sector regulator, the main components of the proposed regulatory framework should include an independent statutory authority, a Multi Stakeholder Body (MSB) that will serve as an advisory body to the proposed statutory authority, and the classification of AI use cases according to risk levels and broad guidelines for responsible AI regulation.
The AIDAI should be able to define responsible AI principles and how they apply to AI use cases that are based on risk assessment, as well as formulate rules on a variety of AI-related topics.

The government should establish the MSB to serve as an advisory board for AIDAI, including representatives from several Ministries and Departments, business, academia, research institutes, legal and cyber experts, and industry. On an as-needed basis, MSB may extend special invitations to representatives of pertinent ministries, departments, and state governments.
It further stated that the Department of Telecommunications (DoT) should work with access service providers to improve the functionality of currently in place systems through the use of AI/ML and other cutting-edge technologies. This will enable real-time data analysis for the purpose of verifying the total number of mobile connections (across licensed service areas and access service providers) against the limit set by the DoT.
